Captain Candies resides in Destrehan, Louisiana with his wife Lori. He has two adult children, Grant James and Lauren Elizabeth, two adult stepdaughters, Lauren Ashley and Lacie Eliece, and two grandchildren, Brenna Raven and Bryson Joseph.
Education & Training
Captain Candies is a 1981 graduate of Hahnville High School and earned his Criminal Justice degree from Nicholls State University. He is a graduate of the L.S.U. Law Enforcement Basic Training Academy, L.S.U. Law Enforcement Institute, and the F.B.I. Instructor Development Course. Captain Candies is a Louisiana P.O.S.T. Council Level I Master Instructor, a Master Instructor for TASER International, Advanced Law Enforcement Rapid Response Training Adjunct Instructor, and a Senior Instructor for the Safariland Training Group. He instructs a variety of other courses with a primary focus of Use of Force and Officer Survival Tactics. Captain Candies has been certified as an expert in Police Training Tactics and Use of Force in U.S. District Court.
Captain Candies is a 30-year veteran of the St. Charles Parish Sheriff’s Office currently assigned to the St. Charles Parish Regional P.O.S.T. Academy as the Director of Training. His previous assignments include corrections officer, patrol officer, patrol supervisor and watch commander. He is a former member of the Special Response Team and commander of the department’s Honor Guard. Captain Candies assisted with the creation and development of the active shooter response planning course (IMPASE) and has trained local, state, and federal enforcement officers, in addition to nuclear security and U.S. Military personnel.
Captain Candies has been awarded several departmental citations and various letters of commendation. While serving as the Public Housing Liaison Officer in 2003 and 2004, he was recognized by N.A.H.R.O. as the Law Enforcement Officer of the year. Capt. Candies was the first Louisiana instructor to be recognized by the American Society for Law Enforcement Trainers (A.S.L.E.T.) as a “Certified Law Enforcement Trainer.”
Captain Candies is currently a member of the International Law Enforcement Educators and Trainers Association (ILEETA), American Society for Law Enforcement Trainers (ASLET), National Sheriff’s Association (NSA), and the International Association of Directors of Law Enforcement Standards and Training (IADLEST).
